Woman with severe mental illness froze to death, ignored by her neighbours

A few nights ago was one of this year's relatively few extreme cold weather alerts in Toronto - when the temperature, without windchill reaches -15*C (5*F), all and any homeless or vulnerable people are offered transportation to local shelters, hospitals, or rescue centres. There is a 311 line which for the public to call if they see a person wandering/sleeping outside, as well as the usual 911 for emergencies.

Despite the incredible ease with which any person could have helped her, an elderly woman suffering from dementia cried for help, lost in her own unaccommodating neighbourhood, until she froze to death, ignored, confused, and alone.
