Toronto police arrested Const. Brent Rouillard, 38, on Saturday. He is also charged with careless storage of a restricted weapon and careless storage of ammunition, police said.
Rouillard, who lives in Toronto, has been with York regional police for five years, moving in January from the uniform patrol to the special services unit.
He was off-duty when arrested and has been suspended with pay until the case is resolved.
